On April 11, 2003 , the Environmental Protection Agency (EPA) published Notices of Intent (NOI) in the Federal Register on behalf of the Federal Transit Administration (FTA) and the Maryland Transit Administration (MTA). The NOI briefly described the Study Area, the proposed action, its proposed purpose and need, the agency’s proposed public scoping process, and identified the agency contact person, name and address.

The notices advised regulatory agencies that the FTA and the MTA will prepare a Draft Environmental Impact Statement (DEIS) to assess the social, cultural, economic and environmental impacts of the Red and Green Lines. In addition, the MTA notified communities in the project study area, governmental agencies and the general public that studies were underway through local newspapers, mailings and announcements.
