MTA is committed to a transparent process for developing the Baltimore Red Line, and invites review of the reports and documents developed by the project. MTA has developed a comprehensive portfolio of technical reports, planning documents, travel forecast scenarios, capital / operating cost estimates, management plans, and a financial plan that meet FTA requirements for eligibility for federal funding.
Planning studies included the Alternative Analysis / Draft Environmental Impact Study (DEIS) which was required to comply with the National Environmental Protection Act (also necessary for federal approval) and to set the stage for FTA approval for MTA to move into Preliminary Engineering and preparation of Final Environmental Impact Statement (FEIS).
Following the selection of the Locally Preferred Alternative in 2009 MTA prepared a series of documents to support its request to enter the Preliminary Engineering phase. Because these documents supersede earlier work and preceded later FTA coordination, some inconsistencies may exist. Readers should note publication dates.
